I work in an office. The attire is business professional-though a jacket and/or tie (if you are a man) is not required (unless you're going to court!).
I just witnessed the following outfit-
Skin tight cotton top
Skin tight brown skirt that would most definitely not pass the finger-tip rule
Knee high brown high-heel boots
Is this business professional?
Is there an exception somewhere that if your boots come up to your knees, it makes it ok that your skirt barely reaches mid-thigh? Hmm...
(NO the above outfit was not what I wore to work today! I am appropriately dressed in a black skirt, black sweater and white collared shirt underneath thank you very much!)
